FIEC meets Commissioner for Transport Violeta Bulc

  • A small FIEC delegation, led by Vice-President Jean-Louis Marchand, met Mrs. Violeta Bulc, Commissioner for transport, in order to talk about the EU’s needs in terms of transport infrastructure and the solutions which can be brought by the sector. 
"We want to help the Investment Plan of President Juncker to be a success as this is a very good opportunity for EU competitiveness”, stressed Marchand. "We welcome the fact that this Investment Plan focuses on the right priorities for EU growth and jobs”, he said, "In particular, EU needs investment in the maintenance of existing infrastructure!”

The lack of investment in the maintenance of existing infrastructure is indeed a major problem that most EU Member States currently face. Therefore, a stronger political emphasis is required on this matter. FIEC cannot but applaud the fact that, for instance, maintenance projects will be eligible under the EFSI, which was not the case under the CEF.

As the Commissioner pointed out that digitalisation and greening of transport were amongst her current priorities, Marchand stressed that the sector is very supportive to harmonised electronic tolling systems working on a distance-based approach and generating additional financing for sustainable transport infrastructure, on the basis of the "user/polluter pays” principles. In this framework, FIEC offered full cooperation for the preparation of the "road transport” package, to be unveiled in 2016.

Questioned by the Commissioner about possible innovative contract models in order to further attract private investors, Ulrich Paetzold, FIEC Director General, stressed that the key principle had to be that contract conditions and project management are fair and balanced in order to ensure the overall success of projects for investors, public clients and contractors of all sizes alike.
