CLEARSITE Project Call for Tender: external expertise

The European Federation of Building and Woodworkers (EFBWW) and FIEC are seeking an External Expert to contribute to the EU-funded CLEARSITE project  "Construction Legal Enforcement and Resources to Support the Integration and Treatment of Third-Country Nationals in Europe."


SCOPE OF WORK:

The expert will be responsible for conducting research into the different pathways through which third-country national (TCN) workers enter the EU construction labour market, and will assits project partners in developing practical guidelines to support fair recruitment and effective integration of TCN’s. The research will be based on four case studies drawn from different Member States or companies, consolidated into a report that identifies best practices, highlights shortcomings in current legal and enforcement frameworks, and puts forward concrete guidelines.


ABOUT THE PROJECT:
CLEARSITE is a collaborative, EU-funded initiative dedicated to strengthening the fairness and consistency of TCN recruitment across the European construction sector.  CLEARSITE addresses a pressing challenge: despite existing legal frameworks, significant disparities persist in how TCN workers are recruited, treated, and integrated across EU Member States. APPLICATION DETAILS:

  • Deadline to submit tenders: 10 September 2026
  • Maximum budget: €80,000 (gross rate, incl.VAT and social security contributions)
  • Requirements: Expertise in European labour markets and construction-sector working conditions, EU/national migration and labour mobility policy, industrial relations, and scientific research, plus proficient English (other EU languages is a plus).
