CLEARSITE – Construction Legal Enforcement And Resources to Support the Integration and Treatment of TCNs in Europe – is a collaborative, EU-funded initiative dedicated to strengthening TCNs recruitment fairness and consistency across the European construction sector. Building on the achievements of the FELM project, CLEARSITE addresses a pressing challenge: despite existing legal frameworks, significant disparities persist in how third-country national (TCN) workers are recruited, treated, and integrated across EU Member States.


The project aims to answer to these specific needs by delivering practical, actionable solutions. CLEARSITE focuses on developing clear, implementable guidelines for fair recruitment and integration of TCNs in the construction industry. These guidelines are firmly grounded in EU legislation and informed by proven good practices from across Europe. By promoting harmonised standards and supporting stakeholders with concrete tools, CLEARSITE contributes directly to building a more resilient European labour market.


The project is coordinated by the European Federation of Building and Woodworkers (EFBWW), with the European Construction Industry Federation (FIEC) as beneficiary partner. As recognised EU-level social partners in the construction sector, both organisations are uniquely positioned to lead this initiative and foster meaningful cooperation between workers’ and employers’ representatives.
 

 

Over a period of two years, the project will be implemented through three main phases:

  •  
•    Research activities involving stakeholders, including case studies and site visits based on real-life experiences in the construction sector across the EU
  • •    Development of practical guidelines and visual tools to support improved recruitment, integration, and training of TCN workers
  • •    Strengthening social dialogue between key national social partners in construction and EU-level actors, including trade unions and employers’ organisations
