The Recovery Construction Forum 5.0 will take place on 12 November 2026 in Warsaw, bringing together representatives of the Ukrainian and European construction sectors, public authorities, financial institutions, investors and other stakeholders to discuss the priorities and practical challenges of Ukraine’s recovery and reconstruction.

FIEC will be actively represented throughout the Forum, with four speakers contributing as Moderators to key sessions addressing the future of Ukraine’s construction sector, from large-scale housing to industrial and logistics infrastructure.

The Forum, held at EXPO XXI of the Polish capital city, as part of ReBuild Ukraine “Construction & Energy 2026” (which runs n 12-13 November), aims to strengthen partnerships, accelerate project implementation and develop long-term solutions for rebuilding Ukraine’s infrastructure. The organisers expect more than 400 participants, including representatives of Ukrainian communities, government institutions, construction and engineering companies, developers, manufacturers, investors, international financial institutions and industry associations.

Shaping discussions on the recovery and reconstruction

Kjetil Tonning, FIEC Honorary President and Chair of the FIEC-EIC Task Force “Ukraine”, will moderate the opening discussion on “Housing Recovery 2027: Priorities, Financing & Scale”, together with Lev Partskhaladze, President of the Confederation of Builders of Ukraine (CBU), FIEC’s Ukrainian member federation.

The session will explore the priorities for Ukraine’s housing recovery for 2027–2030, including the transition towards large-scale housing construction, the role of the state, local communities, private developers and international partners, as well as the financing, legislative and regulatory framework needed to deliver housing at scale.

Domenico Campogrande, Director General of FIEC, will moderate the panel discussion “Large-Scale Housing Construction: Financing, Workforce, Technology & Quality”.

The session will address some of the key conditions for scaling up housing construction in Ukraine, including financing and PPP models, the shortage of skilled construction workers, industrialised construction technologies, localisation of production, compliance with Eurocodes and requirements for energy efficiency, accessibility and durability. The discussion will also look at how BIM and digital monitoring can contribute to construction quality and the timely and cost-effective delivery of projects.

Strengthening European-Ukrainian construction cooperation

FIEC’s strong presence at this edition of the Recovery Construction Forum reflects the European construction industry’s continued engagement with Ukraine and the importance of cooperation between Ukrainian and European construction stakeholders.

The construction sector will have a central role to play in Ukraine’s recovery, with major needs ranging from housing and public infrastructure to industrial facilities, logistics networks and other essential infrastructure. The Forum provides an opportunity to exchange experience, identify practical challenges and strengthen links between companies, public authorities, investors and other partners.

Through the participation of its representatives, FIEC will contribute the perspective of the European construction industry to discussions on financing, skills, technology, standards, investment and project delivery – issues that will be critical to the successful implementation of reconstruction projects.
