For Construction Blueprint 2 (2025–2028), project partners are looking for a company with experience in international quantitative studies and knowledge of the construction sector to update the Construction Blueprint Observatory.

The Observatory originally developed under the first Construction Blueprint initiative will be expanded to cover 12 EU countries, integrating new partners and updated thematic areas, including energy efficiency, renewable energy, digitalisation, circular economy, and transversal skills.

The tasks for the external experts will be:

• - Around 5,000 company surveys across two waves (2026 and 2028)
• - Updating and improving the existing Observatory’s questionnaires, methodology, and data viewer
• - Delivering national and transnational analyses, as well as interim and final reports 

This Observatory will continue to serve as a key European tool for monitoring skills needs in support of the sector’s transition towards 2030.
